If it did not kick in with the engine cold you should have realized it was not a pump problem.
I would say you have to check that the SC clutch gets power or not first. Then work back, I am certainly no expert and have not got a clue what tells it to kick in, sorry. Maybe I should start to learn.
I would suppose if you checked for power at the fuse 2 in RCM ? you would know if the power was getting to the SC clutch. That is the fuse that would appear to me to control the SC clutch.
