In the past I have read several postings about the toggle switch being defective. Possibly the contacts in the switch are stuck like you are constantly pushing the switch to the up position?

IIRC, by disconnecting the switch, the wing should operate normal, telling you the switch is causing the problem. Also a bad "limit down switch" could keep the wing from being lowered.
