No, they should have their bikes taken away from them and put in time out. Also, they should pay to have the marks they make on public property (damage) fixed. Think of the responders who get put in peril to save these idiots when they crash or fall off that bridge, I say give them some accident cleanup jobs to do and pay for or repair damage they do, maybe they will stop distroying other peoples property/putting others in danger.
