Maxcichon and I did refurb a pair out of the car. You will need a good workbench and a strong willing partner to hang on to the light while you do the buffing ......
( never have gotten around to cleaning up all that sling-off from the pegboard at the back of my workbench )
Here's a suggestion :
If you have the time, go ahead and remove the entire bumper cover, then it's easy to get to the lights, and you can clean up all the years of grime you will find. ( probably also some corrosion since you are in the NE )
