I have just recently noticed a slight whining noise coming from the front of the engine. I am no mechanic, but it sounds like maybe a pulley or belt. It is faint, but it does increase with engine RPMS. It is most noticeable when decelerating and shifting back into second or first when the RPMS are dropping back to idle. No warning lights and no problems I have noticed - other than the faint sound. Any ideas ?

First try a small water bottle with some water in it and with the engine running carefully squirt a stream of plain water onto the inside ribbed surface of the serpentine belt. If the noise goes away, replace the glazed belt and leave all the rest of the stuff on (unless you are like me and love to tear into things to see how they come apart and go back together).
