Interesting observation. Looking at the engine bay pic, it looks like a possible water line on the radiator shroud on the passenger side. Can't tell about the driverside, but something there. If water came up to there, that would explain why the upper pulley shows no rust. As far as the pic in the rear by the holes for the plate, that area is plastic and not rustable, but the plate may have rusted at that point and the rust is from the plate. That should clean up good. The pic under the hatch is an area that might explain being under water. Without really having someone actually exam the car that knows what to look for, it may very well be. Hopefully not.
