I am afraid that you have a very poor opinion of your fellow Americans if you think that this is punishment. More than one person has a hand in declaring a state of emergency and if one person said no for such a reason there would be a whistle blown by someone.

I look on it as bureaucracy gone mad, rules ruling reason.
