Agree. We should beware of paranoia when it's just people screwing up. I've been in the loop of command structures when a tornado hits and the aftermath. It is amazing how people simply fail to function properly due to stress; personal problems and overwhelm. Rigidity often trumps realistic responses in such conditions. Until you've been there it is easy to sniff up the wrong tree.
