Do you have power to the fuse? And power to the headlight bulb connector? These problems have turned out to be bulbs burning out within a short period of time of each other. You say you replaced the bulbs - did you touch them with your hands of fingers? It's possible that the bulbs are bad, but check for power at the connectors and go back from there to the fuse.
