As long as the before/after was multiplied by the same % to approximate driveline loss there is nothing wrong with this plot. I don't know if he did a coast-down to compensate for aero drag. I'd like to see the raw data set. Driveline loss is usually about 17% on a RWD car, a bit more for an automatic.

The chipped car appears to have done the 1/4 mile in 14.6 or so vs. about 15 for stock, using quickie web calcs would mean about 15-20 hp or so to do this.
