KJ - not sure if it is the same with the Canadian DRL switch but in order for the hi beams to work you have to turn the headlight switch to the on position. If you leave it in the auto position (straight up and down) the high beams will only came on as you stated by pulling back - flash to pass. Hope it solves you issue!
