Sounds very costly ($/BTU/hr) for the main ingredient = gas.
I guess you've considered simple water/mist coolers.??
I guess in your case, there are regs on leaving puddles on the tarmac.

Subby over at benzworld here, bought and installed a misting setup for his SC front A2A bumper cooler. His setup runs off the washer water tank at nominated temperatures.
But you only get your IC down to local wet bulb temps - and leave puddles.....

PS - doesnt sound like many in the USofA will be needeing coolers ATM....I hear -50F is not out of the question in some parts this week.
