Can you hear the pump operating when you try to use the fluid? If so, it's not your tank or your pump, it's the damn washer jet nozzles are clogged. They are heated and the elements melt the plastic in the base of the connector and prevent fluid from flowing. I took mine off and drilled them out and they are now working. Not perfectly, but they do the job. There is a thread or two on here on how to do this.
