That's acceptable as a repair, makes no sense at all. There's got to be someone else you can talk to. Try taking it to another dealer and tell them "the seat is coming apart" and see if they will the replace the "seat cover" under warranty. Don't let them know that another dealer did the damage fixing the heater, worth a try.
