The arrow points to a negatvie lead that was cut. I'd disconnect it and toss it. Im assuming that red cable is for an aftermarket amp, although it should have an inline fuse. You would have to see if it runs to the stock location to verify. If it is i would recommend installing an inline fuse to it.
