Is this a symptom of a bad relay or RCM circuitry, or should I check something else?

I just also re- re-soldered the board on the RCM; what the heck, right? No change.

And, Yes, I found several 'in the box' RCM's for $175 or less. This seems like the next logical step; but I don't think I need a spare one of these.

Any other Ideas, or should I go for the RCM?
Is there power to the fuel pump relay, the power that makes the fuel pump relay contacts operate?
Can you operate this with the RCM opened up and NOT inserted in the black box, just so you can see the relay operate or not? A lot could be learned if you can see it in operation.
The contacts should be close for continuous fuel pump operation, I think.
