Soak down where the rim and hub meet with PB Blaster or similar product. After some time, install one bolt just several threads, then hit the tire sidewall with a mini slidge in different positions, front side and back side. Take care NOT to hit the rim. Once off, clean both the hub and rim, then coat with a thin coat of oil or antiseize compound.
