I'm in Maryland and just rolled the dice on whether I'd get pulled over or not. I didn't want to drill my bumper. I was lucky I wasn't pulled over but the state also recently passed a law that said if your car didn't come with a factory location for it, you don't have to have one (whew).

With that said, if you use a factory bracket (yes, they did come with them) then you will have to drill. If you had one you could use it as a template to see where to drill the holes. There are also aftermarket options, that can be attached without drilling. They even have hide-aways. I don't know where to get them but I'm sure someone on her might chime in. You could also do a search on here. You might come up with a few threads on that issue.
