welp, finally got this fixed i do believe.

was able to finally have some help getting the clamp moved down the hose a good half inch or so and re-tightened there, no leaks seen since.

glad this was a minor deal, and not of need of a major or mild repair/replacement of something.

all i have left to do now is have the breaks replaced, will come down the road as its not an immediate need.
