You are correct they are not hubcentric even though they are ordered with the correct hub size. And getting the correct size is a pain...I had to sit and file mine down until they fit perfectly. -(hubcentric rings)
Would just be getting the "metal" hubcentric rings, and permantly mounting them on wheels.
Problem solved, and no spacers needed.
