Most often the solution is to put the bulbs in correctly. In order for the bulbs to be situated in the position that gives the best and legally correct lighting, the bulb has to fit into a closely fitting pocket. If the pocket was to large then the bulbs would not be aimed correctly many times.

The tab on the bulb faces down on the low beams and up on the high beams. With the spring retainer in place the bulb can often be turned so it snaps into the correct position. Do not remove the spring, that opens another can of worms.

Adjusting the units using the white capped screws is not recommended if the bulbs are not set into the correct position. Often the bulb is correctly put in but moves out of position while the spring is being latched, ask me how I know.
