Yes, you have to read that stuff when you get it. We get those with every car we've bought. I think in MI the Secretary of State sells our vin #'s and addresses or something. Doesn't seem right. And I'm not sure that there is a opt out list. These companies try to make their paperwork look really official, so just be careful.
