Three tests,
1) Check the voltage from battery post to battery post during the key in start. It's important you are from post-to post and not from cable connector to cable connector on the battery. This will tell you your voltage drop with the key in start.

2) If that checks okay the next test would be from the battery negative post to a good connection on the block during the key in start. This should be no greater than 0.2V. That will prove the battery ground cable is good to the block.

3) If that checks good then go from the battery positive post to the starter positive connection during the key in start. Same thing there, you should be less then 0.2V.

If these all pass then we need to look at other things like the RCM, starter , etc.
