Are you referring to the three tries to start then nothing issue when the SKREEM module senses no chip from the FOB? Yes that will cause the car not to start but bad RCM solder connections are not related.

Maybe searching on SKREEM will give more details for that issue.

Seems the RCM, SKREEM and CPS symptoms overlap slightly and become confusing over the web when discussed or described.
