I don't know what's the problem with turning down the pulley?!
When i decided to make my stock to 67mm. i take one spare idler (the small one next to the S/C) and use his grooves to make a tool with that angle. After that i remove the pulley of the car and machined it to the desired dimension.
Easy job, and i guess every machine shop with lathe can do it. (atleast here in Europe)
