I used a combination of Mothers brand tire/wheel cleaner and elbow grease. A buddy of mine that details cars as a 2nd job suggested using a non-scratching scotchbrite pad for the scrubbing. It worked great! Just make sure you get the non-scratching kind from the house cleaning section. They are two sided with standard blue sponge material on one side and a darker blue scouring pad on the other.
