I think Fort Worth, TX is that way. A friend of mine had a car where the check engine light was on all the time. They wouldn't give her an inspection sticker with the light on and they wouldn't even bother to perform the test to see if it would pass. I unhooked the battery to reset the code in the parking lot next door and then took it over. It passed the test and they gave her a sticker. The check engine light came back on the way home.
