This is a first-I haven't read this problem before.
I would start by making absolutely SURE the bulbs are installed correctly.
As 180 said above- the indexing tabs on the bulbs must be:
UP for High Beams
DOWN for Low Beams
And they must be properly seated in their little detents to even
start pointing in the correct direction.
Start there!
