Default No blowing, air speed matches outside air.

So I'm new here, and I've joined because my crossfire is having a pretty weird problem. First, my cars air conditioning and vent system filled up with water after a hard rain. I learned that this is because a ton of leaves fell and clogged up the drain holes under the windshield. I thought I fixed the issue with towels and a box full of rice to help my car dehumidify. Then, just a couple days ago, my car stopped blowing air from the air conditioning or heater. I can't hear the fan blowing when I turn it on, but if I leave the heat on while driving, air starts blowing in even without the fan. It blows harder the faster I go, so I'm assuming it's because the car draws in from outside air. The biggest issue is that I can't use my heat when at a stop or traveling slowly. Does anyone know how to access the blower motor or has anyone dealt with this problem before?
