Seat or seats? Sometimes the heating pads go bad that are in the seats. Probably the best way would be to put a volt meter on the connectors to make sure it is getting power. Don't turn on the key with the passenger seat unplugged, it will turn on the airbag light and you will have to go to the dealer to turn off.
