There are two fuses #1 and #24, and both of them are under the hood in the main fuse box. There are none in the car at the end of the dash, those fuses are for lights only.
There is no relay, power comes from the fuse panel to the two rocker switches on the dash, these switches are at opposite ends of the bank of switches but are actually joined together behind the dash and come off as a unit. The problem could lay in this unit which is known as the Heated Seat Module.
