There is epoxy and there is epoxy. Adding some material that is of a different weight and not being able to fill all the voids will leave the pulley unbalanced.
That rubber is a damper for vibrations and at one time it was a homogenous mass, if some of it has separated common sense would dictate that the remainder is compromised. This is not something to play around with, replacement is the safest option, everyone should check their pulley for signs of failure.
I would still be looking for the cause of vibration, leaping to conclusions as to the cause may leave you with a new crankshaft pulley without curing the vibration.
