Personally, I like using the kit 3M sells at quite a few auto part houses. It has always given me the best results for cleaning up headlights with light to medium fogging. If the headlights are really fogged over, the tried & true wet sand & polish still gets the job done. There is a good write-up in the forum. I saved a copy & it is attached for reference.
