Replace the fuse with a large 12 volt lamp so that you can get a visual indication of the short and if it changes or go away with jiggling. This will energize the shorted conductor so you can probe the wiring - looking for the current path.

I have dc clamp on ampmeters but if the lamp is big enough you could use a small compass to see the current in the wire.
