The way I see it is the smaller the wheel the less distance covered per tire rotation. Hence if you want to actually achieve the actual speed you would end up having higher engine rpm's thus worse fuel millage. Specially if we are looking at highway driving where you only need to maintain speed and not stop and go etc.. Hence if your wheels are infinitely small you could be spinning your wheels but not going anywhere lol..
