Many have installed smaller wheels with higher profile tires resulting in the same overall diameter.
The purpose for doing this is to improve the ride, the extra sidewall gives the tire more flex, thus a smoother ride.
Also, the tires are cheaper than the low profile 18 & 19 ones.
( However, they look like crap, at least to me )
