If you live in an area where there is rampant fraud in auto collisions, a high car theft rate and poor drivers. Then you are lumped in with the highest rate payers. Here in Canada they are sorted by postal area codes, live in the wrong one and you may pay hundreds more than the guy down the street in a different area code. Your driving record has a small impact on the insurance, it is the others who make it so high. A neighbour moved to the high rate area and his insurance nearly doubled.
Not to be seen as prejudiced but the highest rated areas around here are populated by 'new' Canadians, some of them fill there car with passengers and go and have an 'accident', go to a friendly clinic and get therapy and cash from the insurance company. A uTube video shows one such local incident but the other driver points to his dashcam and they race away. Leaving him with a dented front bumper, their licence plate and a video of them reversing into him.
