Fuse 4 is for the turn signal bulbs and the back up lights, do your back up lights work?
Maybe the fuse is faulty. I assume you have the same fuse positions as us over the pond. Check the chart on the switch fuse panel.
I just take the fuses out and put them back in and that seemed to clear it in the past. Yes my back up lights work. I have replaced the headlight switch today to see if it was a fault in there? I will see how it does and if it comes back I will order a new Stalk.
