That is the AC compressor, the pulley should be turning and if the clutch is not energized the compressor will be stationary. If the pulley is not turning the belt will overheat and break real quick, put one on anyway if the pulley is not turning as the belt will be damaged.
Thanks for the reply will take your advice ..new it ought to be turning but wasnt sure what it was driving ..my first SRT
