Sorry I am so long replying. I am on vacation in Europe and have not been watching my email very closely.
If you have good battery voltage and a good fuse and the key ON and a good ground (either in the fan plug or elsewhere on the body or battery) and you have the fan control switch other than "0" (off) and you still have no voltage at white/pink then yes, the problem is in the control module. I would also suggest looking for instructions on how to clean it.
