Probably the same reason fuel is 3 times more in Europe than here. Besides, after watching all the youtube videos of drivers in England, you need not ask... Although, I am sure if more cameras were available in the US cities, we would see the same thing. My video cam in the big rig sure gets an eye full everyday. I think insurance just follows the bad driver areas....
