This most likely means that the contacts on the aux air pump relay in the RCM are fused together in the closed position. Remove the RCM and contact tighed1 at
tighed1@hotmail.com for instructions on where to send it.
EDIT : I see you are over the pond, might be easiest to find a replacement RCM at a breakers .
( If you won't ever need to pass emissions inspections, just leave the 40 amp fuse out )
