For those of us residing in SC (or having cars registered in SC), routine annual inspections of any form ceased in 1995. SC meets all Federal clean air standards so emission testing isn't required here and never has been. And routine inspections for mechanical and/or electrical issues was always a rip off. Back in 1983 & 1984, all my vehicles failed the initial inspection for headlight alignment. Would cost me an additional $30-$50 fee to have the service tech state that the headlights were re-aligned. But, I will tell you that not having routine annual inspections means there are a lot of "really weird cars" on the road in SC!

But for me, the best perk in SC is having only a $300 maximum Sales Tax on the purchase of a car. Even though the State Sales Tax Rate is 6%, on a car it can never exceed $300! How 'bout that!
