I've bought insurance cars with a salvage title, brought them up to specs, had them pass state inspection, then obtain a rebuilt title. Personally my goal is to be no more than 70% of private party purchase value. The $2K in repairs also should be taken into consideration. The goal is to have no more than 70% of private party purchase in the car when complete. IMO.
