If you have access to a multimeter/voltmeter, measure between the positive battery terminal and some good metal point on the engine.
Do you see around 12.2 volts ?
If not, remove the negative battery cable from the battery and the fender well and check that there is no corrosion at the mounting point.
( I suspect you have a battery to ground (earth) problem. )
