Slightly off topic...Should the shifter be centered in the opening when its in neutral?

I just changed my shift **** and it doesn't look centered.
I'm not sure if its because the **** is smaller then stock.

If you push the shifter straight forward from
neutral it should go to 3rd gear, correct?
