If the motor has broken and does not turn then it is possible that the fuse for it that is on the RCM has blown. It could have blown because of the power called for when it would not operate. Also look at the contacts on the relays to see if any are burnt, if they are burnt they should be replaced.
While you are at it check the solder joints shown in the RCM repair thread.
