I assume you have checked all the RCM fuses.
Pull the RCM out leaving the 5 harness wires connected and remove the cover.
Turn the key on.
Make sure the engine and fuel relay are being energized.
Meter the contacts on the engine and fuel relays to see if the 12v is being passed through the contacts :
