Just about any reputable upholstery shop will recover the headliner board for you. Ask around. Checking with local car dealers is good advice. None of them do headliners - they have that worked outsourced to a local upholstery shop.

Make sure whichever shop does the work that they wrap the cover material around the sides of the headliner board. Factory headliners only had the material cut right up to the edge & glued. Fabric needs to be wrapper over the headliner board edge to improve the adhesion when the cloth is glued down. Also, lots of prep work involved to have all the old adhesive removed. That's where most of the labor cost originates.
