If the air pump runs then it's probably good. Open the air pump relay on the end of the RCM and check it.
To open it take off the spring, push the braided wire up over the top of the relay then pull the arm of the relay off (it will still be attached with the braided wire).
This way you can get a better visual inspection of the contacts to see how they look.

If burnt, you need to replace the relay or get a new RCM.

There is also a blue check valve within the vacuum hoses that could be bad.
